Now I was a bit confused by looking at FSM.

Why? FSM says this for this scan tool parameter

So acc. to this my switch is perfect. It turns on by either small-light (tail-light), headlight or window defogger.

The “electric load circuit check” page for my non-o2 variant does not say to use scan tool, rather check the two pins for tail-light/defogger diode gate and the blower motor pin.

So the ECU has a pin to take into account blower motor load, however it does not expose it in the scan tool.

But the o2 variant car does expose it. The diag. check specifies to use a scan tool and check that the blower motor also changes this value.

Kinda weird as to why they made the non-o2 variant ECU not expose blower motor state through electric load parameter.
